Resolution: Independence of the Ratification of the Constitution for
the Federation of Earth and Provisional World Parliament Legislation
WHEREAS, the Constitution for the Federation of Earth (FEC) was created through four separate Constituent Assemblies independently of the existence of, any Provisional World Parliaments;
WHEREAS, there is nothing in the FEC requiring the World Parliament under the FEC to accept legislation passed by provisional World Parliaments;
WHEREAS, the most important objective of all provisional Parliament delegates and the organizations supporting the Earth Constitution is world-wide ratification of the Constitution;
WHEREAS, we have no wish to encumber the ratification process of the FEC with a collection of legislation inseparable from the FEC, that may reduce its appeal or popularity with people or nations or Earth;
WHEREAS, the six provisional World Parliaments to date have certified their delegates in a variety of ad hoc ways that do not resemble the criteria for legitimate membership in the operative World Parliament of the FEC;
WHEREAS, the main thrust of the provisional World Parliaments has been to begin elaboration of world law as a model and incentive for people and nations to ratify the Constitution for the Federation of Earth and undertake the legitimate elaboration of effective world law under the authority of the Constitution;
WE, THE DELEGATES of the sixth provisional World Parliament, resolve that the Constitution for the Federation of Earth be ratified independently of any legislation adopted by provisional World Parliaments.
ONCE THE Constitution for the Federation of Earth is ratified, we strongly recommend that the newly organized World Parliament consider the legislation adopted in provisional World Parliaments as a model and sample of legislation vital to the future of the planet and humanity.
LEGISLATION adopted by provisional World Parliaments is not intended to be considered by legislatures of individual nation-states. We strongly recommend that it be considered by the newly organized World Parliament of the Earth Federation.
WE RECOMMEND that this legislation be studied, modified as needed, discarded if necessary, and used in all ways helpful to the newly formed Earth Federation. But the legislation adopted by provisional World Parliaments must not be construed as linked to the ratification process of the Constitution for the Federation of Earth. Nor can it be construed as binding upon the newly formed Earth Federation and the people of Earth, against the decisions of the World Parliament.
